Effective April 1, 2026, the *Implementation Measures for the Disclosure of Technical Information on New Energy Vehicle Maintenance*, jointly issued by six national ministries and commissions, officially took effect. The new policy explicitly requires automakers to **unconditionally grant third-party repair shops access to maintenance data, diagnostic privileges, and specialized tool interfaces for batteries, electric motors, and electronic control systems (the “three electrical systems”)**.
Previously, the maintenance of new energy vehicles had long been monopolized by 4S dealerships, with independent repair shops unable to participate due to a lack of data and specialized tools. This policy has directly sparked market demand for new energy vehicle maintenance tools: sales of products such as high-voltage insulated tool kits, battery pack testing equipment, and specialized torque wrenches have grown by over 50% month-over-month. Industry analysts believe that this policy opening will give rise to a 100-billion-yuan independent maintenance market, ushering in a golden era of development for tool manufacturers.
